Jerry covers the recent ruling by the New York Court of Appeals, which upheld the state’s new law to hold most local elections in even-numbered years, and whether this decision violates the rights of local governments to schedule their own elections, as well as voter turnout in odd-numbered election years. He also discusses the case before the Supreme Court regarding Section 2 of the Voting Rights Act, explains Sections 2 and 5 of the Voting Rights Act, and discusses the challenges of using Section 2 to address voting rights issues.
