Lawrence Prosen was quoted in a Law.com article discussing two U.S. Supreme Court emergency docket orders, which suggest U.S. district courts likely lack jurisdiction to hear cases regarding the Trump Administration’s federal grant terminations. “For a government contracts attorney, this is a story of the Wild West,” said Larry. “I have been doing this for almost 30 years, and this is all new to me. … We’ve issued more client alerts this year, trying to keep our clients aware of what’s going on.”
Larry also commented that the Court of Federal Claims may not have the resources to handle a large influx of grant-termination cases with only 16 active judges and five senior jurists on its bench in the District of Columbia. “I’ve had cases that have taken years to get through the Court of Federal Claims,” said Larry. “They do a tremendous amount of work with a very limited amount of judges. I feel for them. I don’t know how they are going to deal with [a potential surge of grant-termination claims], to be honest with you.”
