In this article, Jeff covers two previous oil spills that influenced the development of OPA 90; Section 5002 of OPA 90, which addresses oil terminal and tanker oversight and monitoring; and the regional citizen advisory councils (RCACs) that Section 5002 has facilitated in Alaska, including their primary duties.
