Cozen O’Connor Further Expands its Global Tax and Israel Practices, Adding International Tax Attorney Oz Halabi

Halabi, who joins as a member and will work out of Cozen O’Connor’s New York City office, comes to the firm from Pearl Cohen Zedek Latzer Barat and was previously with Skadden, Arps, Slate, Meagher & Flom LLP.

Oz is a highly regarded attorney with more than 20 years of experience handling domestic and international tax and compliance matters. His practice includes advising high-net-worth individuals and clients on mergers and acquisitions, investment funds, venture capital and private equity investments, hedge funds, securities offerings, and bankruptcy proceedings, as well as on complex U.S. and international tax planning, foreign tax credits, subpart F, tax treaty issues, and the taxation of inbound and outbound investments.

For eight years, Oz served as Head of the Tax Treaty Unit and Acting Director of the International Tax Division. In these positions, he advised individuals on compliance matters, taking into account Israeli and foreign tax laws as well as tax treaties negotiated with the U.S., U.K., Germany, Denmark, Belgium, Estonia and Austria. Oz also coordinated tax-related groups in Israel's accession talks with the OECD.

Additionally, Oz served as Israel’s Competent Authority and participated in Mutual Agreement Procedures with the United States, Romania, Germany, and Japan. He is also a member of the Institute of Certified Public Accountants in Israel. Notably, Oz was one of the architects and drafters of the 2007 legislation granting immigrants (Olim Hadashim) and returning residents tax and filing exemptions in Israel.

Oz earned his LL.M. and S.J.D. from the University of Michigan Law School, where he focused on International Tax and the domestic anti-avoidance rules, as well as their interplay with tax treaties. He also received his LL.B. from Ono Academic College, his M.A. from Bar-Ilan University, and his undergraduate degree in accounting from the College of Management in Israel.

Outside of his practice, Oz is a Special State Officer for the New Jersey-Israel Commission.
