HARRISBURG, Pa. – Cozen O’Connor Public Strategies, an affiliate of the international law firm Cozen O’Connor, is pleased to announce the addition of Ryan Thomas Boop, one of Pennsylvania’s foremost political strategists, to its government relations practice. Boop, who recently served as chief of staff and counsel to Pennsylvania Senate Majority Whip Ryan Aument and previously held the position of senior deputy attorney general for Pennsylvania, brings over a decade of experience as an attorney and political adviser within Pennsylvania’s House and Senate Republican caucuses. He joins Cozen O’Connor Public Strategies as principal and will be based in its Harrisburg office.
Prior to his role as Aument’s chief of staff, Boop served as executive director of Pennsylvania’s House Judiciary Committee, assistant district attorney for Lancaster County, and chief of staff and counsel to Republican Senate Transportation Chairman John C. Rafferty Jr. Leveraging well-established, long-term working relationships with numerous House and Senate members throughout Pennsylvania, he advanced critical legislation ranging from tax reform and transportation to child protection and public safety.

As Senator Aument’s chief of staff, Boop helped create the Pennsylvania Commission on Education & Economic Competitiveness to overhaul the state's education system. Under Chairman Rafferty, he was crucial in passing Act 89, which altered state transportation funding and raised transportation funding revenue by $2.3 billion annually.

As senior deputy attorney general and director of legislative affairs, Boop advised on policy, advocated at legislative meetings, and built strong stakeholder relationships. At the DA’s office, he handled major felony jury trials, worked with the Lancaster County Drug Task Force, and argued appellate cases before Pennsylvania’s Superior and Supreme courts.

Boop earned his J.D. at Penn State Dickinson School of Law and a B.A. in political science at Dickinson College.
