Cozen O’Connor Public Strategies Welcomes Prominent Political Strategist Ryan Boop

Cozen O’Connor Public Strategies is pleased to announce the addition of Ryan Thomas Boop, one of Pennsylvania’s foremost political strategists, to its government relations practice.

Ryan brings two decades of diverse political and legal experience to Cozen O’Connor Public Strategies, where he leverages his expertise to help clients navigate complex regulatory, legislative, and legal issues.

Before joining Public Strategies, Ryan served as chief of staff and counsel to the Majority Whip in the Pennsylvania State Senate, Senator Ryan P. Aument. Prior to serving in the Whip’s office, he held senior state legislative, legal and operational roles including chief of staff and counsel to Senator John C. Rafferty, director of legislative Affairs for the Pennsylvania Attorney General’s Office, and executive director of the House Judiciary.

Throughout his career, Ryan has contributed to several significant legislative initiatives, including comprehensive updates to Pennsylvania’s wiretap law; the Fair Share Act (joint and several liability); Act 89 (comprehensive transportation funding); corporate net income tax reduction; net operating loss reform; and the Adam Walsh Child Protection and Safety Act.

Earlier in his career, Ryan served as an assistant district attorney in Lancaster County, where he helped lead the Drug Task Force, prosecuted hundreds of cases, and successfully argued before both the Pennsylvania Supreme Court and Superior Court.

Ryan holds a B.A. in Political Science from Dickinson College and a J.D. from Dickinson School of Law.
