David is an experienced labor and employment lawyer with a proven track record in both government and private practice. He has experience as first-chair counsel in litigation, leading collective bargaining negotiations, conducting workplace investigations, and providing legal counsel and training to management on a wide range of labor and employment law matters. He counsels clients on compliance with state and federal laws, including the National Labor Relations Act (NLRA), Title VII, Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), and the Americans with Disabilities Act (ADA).
Most recently, David served as an assistant general counsel at the U.S. Agency for Global Media (USAGM) in Washington, D.C. In this role, he served as first-chair counsel at both the trial and appellate stages; served as the agency's lead attorney for the renegotiation of the collective bargaining agreement with the union that represents the majority of USAGM employees; counseled and trained management and human resources officers on a broad spectrum of legal matters, including traditional labor, wage and hour, anti-discrimination, and disabilities law; and reviewed prospective policy changes and proposed terminations to ensure full compliance.
David also spent seven years as an assistant general counsel in the U.S. intelligence community. From 2017 to 2021, he defended the government in employment law cases and developed dozens of comprehensive training sessions on disabilities and anti-discrimination law. He also played a pivotal role in drafting key agency policies on harassment, discipline, and religious accommodations. From 2021 to 2024, he provided critical legal advice on Europe and Eurasia matters, including issues ranging from national security and intelligence law to data privacy, ethics, and export controls.
Before embarking on his legal career, David was a senior research scientist and project director at the Center for Naval Analyses (CNA), where he led analyses of military operations (with a specific focus on Marine Corps Special Operations) and deployed on special operations and humanitarian missions in Africa, Asia, and Central America. His career in public service began as a Presidential Management Fellow with the U.S. Marine Corps.
After earning his B.A., magna cum laude, from the State University of New York, Binghamton, David earned his J.D., cum laude, from Georgetown Law, where he also served as a law fellow. He earned his M.A. and Ph.D. in philosophy from the University of California, Riverside, where he completed his dissertation on the uses and limitations of expert testimony. In his pro bono work, David has served as lead counsel for clients through the Allegheny County Veterans Clinic.
